The Northern Territory (NT; formally the Northern Territory of Australia) is an Australian territory in the central and central northern regions of Australia. It shares borders with Western Australia to the west (129th meridian east), South Australia to the south (26th parallel south), and Queensland to the east (138th meridian east).
Early intervention and early years services need to take into account shared identities and solidarity and they need to be mentioned in policy. As we have already mentioned, early intervention programmes need to take into account the wider problems of family instability, community decline and youth disorder.
Architects and supporters of the Northern Territory Emergency Response (the intervention) mobilised a range of ideas about Aboriginality to introduce and justify the policy program. These representations link Aboriginality to abuse of Aboriginal children, establishing a debate about the nature and future of Aboriginality in a context that limits the discursive authority of Aboriginal people.
The Northern Territory Government has more than ten years history of delivering an Aboriginal specific economic development forum to progress Aboriginal economic development in the Northern Territory and providing opportunities for Territory Aboriginal businesses to establish connections with other entities that can lead to commercial outcomes.
Within this essay I am not going to list the reasons to believe in the effectiveness of the early intervention approach. The usefulness of early intervention itself is not in dispute. I will, however, be discussing the strengths and weaknesses of different types of early intervention. I will discuss the reasons to believe that some intervention.
The population of the Northern Territory is 245,000. Darwin (the capital city of the Northern Territory) has an estimated population of 145,000 people. 51.7 percent of people in the Northern Territory are male and 48.3 percent are female. Aboriginal and Torres Strait Islanders account for 25.5 percent of the Northern Territory’s population.
